This chart is a great example of how sometimes price will rise after a peak and keep rising until the next valley appears. A peak in the bottom chart fully forms exactly three days after Jul 18. The next valley in the bottom chart does not fully form until Aug 10. So it is reasonable to expect that the VIX will either rise or go sideways but not decline until just before Aug 10. And this is exactly what happens.
